The ALICE Fund

Through the ALICE Fund, we aim to alleviate financial strain, promote economic stability, and empower our community members to achieve long-term self-sufficiency and well-being.

The ALICE Fund is dedicated to providing rapid response emergency financial assistance to ALICE® (Asset Limited, Income Constrained, Employed) households facing financial crises. Utilizing an enhanced digital platform, Usio, and streamlined processes, the Fund ensures prompt and efficient delivery of aid. Rapid response funds are critical for supporting ALICE families. Traditional public aid, often plagued by lengthy wait times and complex procedures, frequently fails to address urgent needs such as unexpected medical bills or car repairs that require swift financial intervention. These shortfalls result in families falling further into financial crisis.

HOW THE PROGRAM WORKS

ALICE Fund program activities include:

1) Identifying Participants:

  • Referral Process: Individuals are referred to the program by community partners.

  • Collaboration: UWCWC partners with local nonprofit organizations that have established trusted relationships within their communities.

  • Screening: Nonprofit partners screen potential recipients for income eligibility.

2) Registering Participants:

  • Access Codes: Nonprofit partners distribute unique access codes to qualified recipients.

  • Application: Recipients use the access code to complete a simple application through a UWCWC online portal.

  • Verification: The access code is verified to confirm eligibility and identity before any funds are released.

3) Distributing Funds:

  • Integrated Digital Payment Platform: Funds are distributed through Usio, an integrated digital payment platform that controls by pre-selected eligible Merchant codes.

  • Processing: After verifying the access code and conducting additional checks, payments are processed and distributed to recipients.

  • Debit Cards: Aid is provided via digital and physical Mastercard debit cards, ensuring quick and convenient access to needed funds.

  • Eligible Expenses: Funds can be used for food, housing, medical, auto and home repair, childcare-related expenses, transportation, and utility bills.

4) Evaluate and Enhance Program:

  • Data Analysis: Employ data analysis to monitor the intervention's efficacy.

  • Feedback Mechanisms: Utilize feedback from participants and partners to inform improvements.

  • Regular Assessments: Conduct regular assessments to identify areas for enhancement and ensure the program meets its goals.
